Zain to enter UAE market?

One of my friends just sent me photos of this Zain advertisement on one of the major bridges on Sheikh Zayed Road in Dubai about road safety with a huge Zain logo left and right.
Anything going on there? Does this make sense at all, or am I just too sensitive about these things…
